This advisory is part of the CAC’s ongoing initiative to strengthen Nigeria’s corporate registry and combat identity fraud. In August 2025, the Commission uncovered 247 entities operating under counterfeit registration numbers, which have since been expunged from the official records.

Is the US Military Threat Fueling Kidnappings in Nigeria?

in response to a surge in kidnappings that saw over 500 individuals abducted within a single week, the Nigerian government has declared a security emergency and launched an extensive military crackdown.

Since mid-November, armed criminal groups, commonly referred to as “bandits,” have intensified their violent campaigns across Nigeria’s north-west and north-central zones.

Significant Abductions and Attacks

The most devastating abduction occurred on 21 November, when more than 300 students and educators were seized from St Mary’s Catholic schools in Agwara district, Niger State. While approximately 50 captives escaped, many remain unaccounted for.

This tragedy followed closely on the heels of an attack on Government Girls Secondary School in Danko Wasagu, Kebbi State, where 25 schoolgirls were kidnapped and several school officials killed. One student managed to flee, and the remaining 24 were released on 25 November amid widespread speculation of government negotiations with the kidnappers.

Local news outlets have linked these two abductions to the same bandit faction, which has also issued threats targeting military personnel and political figures.

On 23 November, security forces successfully freed 38 hostages abducted from Christ Apostolic Church in Ekuru, Kwara State, five days earlier.

Despite these rescues, violence has persisted, including a deadly attack on 26 November in Niger State that claimed at least 36 lives, alongside multiple kidnappings reported in Sokoto and Kogi States on 30 November.

Religious Persecution Claims Amid Rising Violence

These violent episodes coincide with assertions by former US President Donald Trump, who on 31 October 2025 designated Nigeria as a “Country of Particular Concern” due to alleged religious freedom violations against Christians.

Trump further warned on 1 November of potential US military intervention to protect Christians in Nigeria. However, Nigerian authorities maintain that the unrest affects all religious groups and reject the notion that the conflict is primarily sectarian.

Profiling the “Bandits”

Emerging around 2011, these loosely organized armed groups have entrenched themselves in north-western states including Zamfara, Kaduna, Katsina, Sokoto, Kebbi, and Niger.

Operating mainly from isolated forested regions with minimal government oversight, bandits engage in cattle rustling, armed robbery, kidnappings for ransom, sexual violence, looting, and extrajudicial killings. In some areas, they extort illegal levies from local populations.

The proliferation of small arms, often trafficked from the unstable Sahel region, has significantly empowered these groups.

Unlike ideologically driven insurgents, bandits are primarily motivated by financial gain rather than political or religious objectives. They lack a unified command structure, though certain figures such as Dogo Gide, Ado Aleru, and Bello Turji have gained notoriety for their leadership roles across Zamfara, Sokoto, and Niger States.

In January 2022, the Nigerian government officially classified bandit groups as terrorist organizations, equating them with Islamist militants like Boko Haram and the Islamic State West Africa Province (ISWAP), active around the Lake Chad basin.

Recent intelligence suggests some bandit factions may be collaborating with jihadist groups or adopting extremist rhetoric, complicating counterterrorism efforts.

Government responses have largely centered on military operations, including establishing bases in affected regions, conducting air and ground assaults, and detaining suspects. These actions have displaced some groups into Kwara, Kogi, and Plateau States.

While state authorities support military campaigns, they have also pursued dialogue with select bandit leaders to negotiate peace and reduce violence that has resulted in thousands of deaths and the displacement of hundreds of thousands.

Assessing the Influence of US Statements on Kidnapping Trends

The recent escalation in kidnappings coincides with Trump’s declaration of potential US military involvement to halt what he termed a genocide against Nigerian Christians. Nevertheless, these attacks are not directly attributable to his remarks, as mass abductions have been a recurring issue in Nigeria for years.

For instance, in June 2021, gunmen abducted at least 90 students and five teachers from the Federal Government College in Birnin Yauri, Kebbi State. By mid-2021, reports indicated that over 1,000 students had been kidnapped nationwide due to increasing assaults on educational institutions.

Despite this history, some officials, including George Akume, Secretary to the Government of the Federation, suggested on 17 November that Trump’s statements may have emboldened opportunistic violent groups to target vulnerable civilians and make bold attacks.

While attacks on churches and schools may appear religiously charged, bandits typically select targets based on the potential for lucrative ransom payments. Students and religious congregations are perceived as valuable hostages because families and communities are often able to mobilize funds for their release.

Government Stance on Ransom Payments and Negotiations

In April 2022, Nigeria outlawed ransom payments to criminal gangs, imposing a mandatory 15-year prison sentence for violators. However, enforcement has been limited, with few prosecutions reported.

One notable case involves Tukur Mamu, a controversial preacher and negotiator charged with terrorism for allegedly facilitating a $200,000 ransom payment to free 60 passengers kidnapped from a Kaduna-bound train in March 2022.

Although federal and state governments deny paying ransoms, they have faced persistent accusations of negotiating with kidnappers to secure hostage releases.

Kidnappers frequently publicize ransom payments on social media, showcasing large sums purportedly paid by victims’ families.

Following the release of the 24 schoolgirls in Kebbi State, a video circulated online featuring a gunman claiming the girls were freed after negotiations. Similarly, abductors of the Kwara church hostages reportedly demanded $68,000 per person, though the state government credited security forces for the rescue without confirming any ransom exchange.

Government Actions to Address the Security Crisis

On 26 November, President Bola Tinubu declared a nationwide security emergency, mandating the recruitment of additional military personnel and 20,000 new police officers to bolster security forces.

He also ordered the redeployment and retraining of officers previously assigned to VIP protection, redirecting them to regions severely affected by violence.

President Tinubu has endorsed the establishment of a US-Nigeria Joint Working Group focused on insecurity, with ongoing discussions to enhance bilateral cooperation on security and peacebuilding in northern and central Nigeria.

On 22 November, the United States pledged support for investigations into school kidnappings by providing intelligence assistance and expediting Nigeria’s requests for defense equipment.

Additionally, on 26 November, the Nigerian Senate passed a firearms bill potentially permitting civilians to carry weapons for self-defense, reversing a police suspension on small-arms licenses imposed in August 2023 due to rampant illegal arms proliferation.

The Senate also moved to classify kidnapping as terrorism, amending the Terrorism Act to introduce the death penalty for offenders.

Furthermore, the president has called for a review of existing laws to facilitate the creation of state police forces and urged local governments to reconsider the operation of boarding schools in remote areas amid ongoing security threats.

Recently, while riding in a taxi, I passed by the boutique where I once trained in fashion design. Inside, I spotted my former employer’s daughter deeply engaged in conversation with a man. Her story is a poignant example of how life can change abruptly. She had been abandoned by the father of her child, left to navigate motherhood and life’s challenges with only her mother’s support. It’s vital to approach decisions with mindfulness and a strong sense of self-discipline. Setting ambitious goals and pursuing them through ethical and determined efforts is essential. Life’s challenges are formidable, yet ironically, the habits that can undermine our progress-such as procrastination, dependency, substance use, or casual distractions-are often the easiest to fall into.

These behaviors might offer momentary relief from stress or dissatisfaction, but they do not resolve underlying issues. When the temporary escape fades, the same problems remain, compounded by depleted resources, lack of skills, and unstable circumstances. Despite these hurdles, maintaining focus on your dreams is crucial. Many people use these distractions as excuses to avoid taking meaningful action, settling for short-lived pleasures instead of long-term growth.

Maintaining Vision and Commitment

In my own journey, I consistently ensure that my goals remain clear and that I am actively working toward them. This clarity fuels my motivation and allows me to enjoy life without unnecessary worry. While everyone desires success and happiness, not everyone cultivates the discipline required to persevere.

Sheikh Hashim Atere, Chairman of the Muslim Wing of the Oyo State Pilgrims Welfare Board, has announced that the upcoming 2026 hajj pilgrims from Oyo State will depart from the newly enhanced Ladoke Akintola International Airport in Ibadan.

Airport Upgrades Enable Wide-Body Aircraft Operations

Speaking to journalists in Ibadan, Sheikh Atere highlighted that the state government, led by Governor Seyi Makinde, has completed all necessary improvements to accommodate wide-bodied aircraft at the airport. This development ensures a smooth takeoff and landing experience for large planes.

He referenced the recent successful landing and departure of the wide-bodied aircraft that transported President Bola Ahmed Tinubu to Ibadan for the coronation of the Olubadan, His Imperial Majesty Oba Rasidi Adewolu Ladoja, in September. This event served as a practical demonstration of the airport’s readiness.

Government and Aviation Authorities Confirm Readiness

Prior to the presidential visit, the Ministry of Aviation and Aerospace Development conducted two thorough inspections of the airport facilities and expressed satisfaction with the upgrades. Ibadan’s Rashidi Ladoja Circular Road: Navigating Challenges and Progress

A Tense Atmosphere Ahead of Crucial Dialogue

In the days leading up to the pivotal meeting between Governor Seyi Makinde and residents of Ido Local Government affected by the Rashidi Ladoja Circular Road project, a sense of unease permeated the environment. Anxiety was evident not only among the populace but also within government circles. Many had prearranged contingency plans, parking their vehicles at a distance and instructing drivers to be ready for swift departure at any sign of unrest, despite the visible presence of security personnel.

Community Resistance and Demands

The apprehension was justified. Prior to the meeting, protests erupted across Ibadan, with citizens voicing strong opposition to the road corridor. Allegations of land grabbing and government misconduct circulated widely, accompanied by harsh criticisms directed at the governor. At the meeting venue, community leaders explicitly instructed their members to refrain from applauding or greeting the governor, signaling deep-seated frustration. Their placards conveyed clear demands: a preference for a narrower road width of 60 metres rather than the proposed 150 or 500 metres, immediate compensation for displaced property owners instead of deferred promises, and a firm rejection of the expansive setback and corridor plans. The situation was charged with tension, reflecting a community at a crossroads.

Historical Context: The Evolution of the Circular Road Project

The concept of a circular road encircling Ibadan, West Africa’s largest city by land area, dates back to 1995. Initially proposed by a private firm to Colonel Ike Nwosu, then Military Administrator of Oyo State, the project aimed to alleviate traffic congestion by diverting interstate travelers away from the city center. However, the initiative stalled following Nwosu’s departure in 1996 and remained dormant through subsequent administrations, including those of Colonel Ahmed Usman and Commissioner of Police Amen Oyakhire.

Renewed interest emerged under Alhaji Lamidi Adesina, Oyo State’s first civilian governor in the current republic, who established a committee to assess the project’s feasibility. Despite this, progress was limited before his tenure ended in 2003.

Significant Milestones and Setbacks

Governor Rashidi Ladoja’s administration marked the first substantial advancement. In 2005, his government completed a Right-of-Way survey, designating a 75-metre width on either side of the road and compensating affected landowners. Yet, after Ladoja’s exit in 2007, the project languished for over a decade.

In 2017, the administration of Abiola Ajimobi expanded the land acquisition to 1 kilometre (500 metres on each side) to align with the updated Ibadan Master Plan and international urban development standards. This expansion aimed to incorporate a business corridor alongside the road, facilitating commercial growth, utilities, service lanes, drainage, and community access.

That same year, a contract worth N67 billion was awarded to ENL Consortium for the construction of the 32.2 km South East Wing Phase 1, spanning from Abiola Ajimobi Technical University to Egbeda. The project, initially slated for completion by June 2020, faced delays due to the COVID-19 pandemic and was extended to 2021. However, with only 5.5% completion, the contract was revoked by Governor Makinde’s administration in 2021.

Recent Developments and Government Intervention

In June 2021, the Makinde government engaged SEL-Vydra Consortium under a Build, Operate, and Transfer model at a cost of N138.2 billion. Yet, slow progress led to contract termination, prompting the state to assume direct responsibility. On September 18, 2022, Governor Makinde officially launched construction on the 32.2 km East-End Wing, renaming the project the Senator Rashidi Ladoja Circular Road. This segment is now approximately 80% complete, with commissioning anticipated in early 2026.

Complexities Arising from Prolonged Delays

Decades of stalled progress transformed the Circular Road into a contentious issue. The expansion from an initial 75-metre width to 500 metres on each side led to significant encroachment, as many compensated landowners sold their plots, resulting in new buildings within the designated setback and corridor zones. What was once undeveloped land in 2005 had become densely built-up by 2022, complicating government efforts to clear the path and necessitating demolitions and further compensation.

While many residents recognize the project’s potential to modernize Ibadan and stimulate economic growth, others resist losing their homes. This divide has fueled tensions between the community and government, particularly among those residing within the expanded setback and corridor areas.

The Governor’s Engagement: Bridging Perspectives

Governor Makinde’s decision to meet directly with affected residents at Ologuneru in Ido Local Government was a strategic move to address these conflicts. Both parties shared a desire for the road’s completion, but diverged on the extent of land acquisition and displacement. The governor advocated for a setback to ensure road safety and sustainable development, while residents sought to protect their existing homes.

Represented by six spokespersons, the residents articulated their concerns, emphasizing the hardship and insecurity that displacement would cause. They urged the government to limit the road width to 60 metres, excluding any additional setback or corridor. Their presentations were met with applause, reflecting strong community solidarity.

Governor Makinde’s Response: A Call for Cooperation

Departing from formal protocol, Governor Makinde engaged the crowd directly, affirming his accountability to the people and commitment to their welfare. He acknowledged the challenges but emphasized his determination to complete the project within his tenure, contrasting his approach with predecessors who deferred problems to successors.

Drawing on a biblical analogy, he reassured the community of his dedication: “There may come a Pharaoh who does not know your Joseph, but I am a Pharaoh who knows your Joseph.” This metaphor underscored his intent to act justly and compassionately.

Makinde clarified that while the road requires a setback for safety-citing federal highway standards that mandate at least 50 metres-the government would limit the setback to 150 metres in built-up areas, excluding the broader corridor concept. He promised no demolition without fair compensation and highlighted ongoing progress on other segments of the road.

Community Reactions and Moving Forward

Though the residents had hoped for a complete rollback of the setback and corridor plans, many appreciated the governor’s transparency and willingness to engage. The reduction from 500 to 150 metres in built-up zones was seen as a significant concession. Mr. Philus Adedokun, an affected resident, expressed cautious optimism, emphasizing the importance of adequate compensation and the governor’s personal involvement in addressing their concerns.

The meeting concluded amicably, with residents escorting the governor’s convoy and expressing support. This episode illustrates how empathetic leadership and open dialogue can transform potential conflict into collaborative progress, paving the way for sustainable urban development.
