The authority of the New York police force has ventured down after the demise of a black man who was hooded and restrained during a capture.  

Rochester Mayor Lovely Warren said in a city committee meeting that the head of police and deputy chief had reported their retirement.   Seven cops engaged with his capture have been suspended.
