Dr. Usman Ololade Bakare’s Vision for a Secure and Prosperous Oyo State in 2027

Security: The Cornerstone of Sustainable Development

Security forms the essential bedrock for any meaningful advancement. Without a safe environment, investment opportunities dwindle; without peace, societal progress stalls. When trust in security frameworks erodes, both residents and investors live under constant threat, casting doubt on the future. As a candidate for the 2027 Oyo State governorship, my foremost duty is to safeguard lives and properties, rebuild public trust, and foster a peaceful environment where every citizen and resident can flourish without fear.

Harnessing Oyo State’s Strengths Amid Security Challenges

Oyo State boasts a vibrant population known for resilience and industriousness, spanning from Ibadan through Oyo, Ogbomoso, Oke-Ogun, to Ibarapa. Our rich cultural heritage and vast economic potential are undeniable assets. Yet, escalating security threats-including kidnapping, armed robbery, banditry, cult-related violence, and urban crime-pose significant obstacles to our collective growth. Addressing these issues requires leadership that is not only bold and strategic but also inclusive and forward-thinking. Drawing on my expertise in cybersecurity, my security framework emphasizes collaboration, intelligence-led operations, technological innovation, and community engagement.

Shared Responsibility: A Holistic Approach to Security

Security is not solely the government’s responsibility; it demands active participation from law enforcement, traditional authorities, religious leaders, civil society, and citizens alike. My administration will prioritize a security model that focuses on prevention rather than reaction, intelligence over brute force, and partnerships instead of isolation. This approach will create a secure atmosphere where farmers in Oke-Ogun can tend their fields without apprehension, traders in Agbeni Market, Ibadan, can conduct business freely, children in Ogbomoso can attend school safely, and investors can operate with confidence. Achieving peace will be a deliberate outcome of consistent policies and unwavering dedication.

Enhancing Coordination with Security Agencies

Although security agencies fall under federal jurisdiction, state governments play a pivotal role in coordination, logistics, intelligence sharing, and welfare support. I intend to strengthen and expand the State Security Coordination Council, modeled after successful initiatives like “Operation Burst.” This council will unite the Police, Armed Forces, Civil Defence, Immigration, Customs, Road Safety Corps, and other relevant bodies to foster seamless cooperation.

We will invest in essential resources such as patrol vehicles, communication devices, surveillance technology, and operational facilities to boost responsiveness. Regular inter-agency briefings and joint missions will ensure swift action against emerging threats.

Empowering Communities through Policing and Intelligence

Effective security hinges on the trust and involvement of local communities. Community policing will be a cornerstone of our strategy, integrating traditional rulers, community leaders, youth groups, vigilante outfits, and neighborhood watches into a cohesive security network. These groups will receive proper training, regulation, and support to complement formal law enforcement efforts.

A structured Community Intelligence Network will be established, encouraging citizens to report suspicious activities safely and confidentially. Since security begins at the grassroots, leveraging local knowledge is one of the most potent tools against crime.

Leveraging Technology for Modern Security Solutions

Contemporary security challenges necessitate innovative technological responses. My agenda includes deploying advanced security infrastructure such as strategically placed CCTV cameras across Oyo State’s five zones, drone surveillance for border and forest monitoring, and a centralized command center for real-time data analysis and rapid response. Utilizing data analytics will enable us to identify crime trends, hotspots, and potential risks proactively, preventing escalation.

Addressing Rural Insecurity with Determination

Rural insecurity has severely disrupted agriculture, displaced families, and threatened food security. We will adopt a zero-tolerance stance on kidnapping and banditry, combining intelligence-driven operations with strong community collaboration. Forest reserves and ungoverned territories will no longer serve as sanctuaries for criminals. Working closely with federal security forces, we will secure borders, forests, and waterways, while empowering local vigilante groups within a regulated framework to support formal security efforts.

Urban Safety: Combating Crime and Enhancing Public Spaces

Urban areas face distinct security challenges, including armed robbery and cybercrime. To tackle these, we will introduce urban safety programs that blend law enforcement with social initiatives. Enhanced street lighting, youth engagement activities, neighborhood patrols, and rapid response teams will improve safety in cities and towns. Secure public spaces will stimulate economic activity, nightlife, tourism, and social harmony.

Youth Empowerment as a Pillar of Security

Marginalized and unemployed youth are often vulnerable to recruitment by criminal networks. Recognizing this, my security plan will emphasize job creation and empowerment as vital crime prevention strategies. Investments in vocational training, entrepreneurship, sports, and creative industries will provide young people with meaningful opportunities. Viewing youth as partners in peacebuilding rather than suspects will foster hope and diminish insecurity’s hold.

Conflict Prevention and Community Peacebuilding

Communal conflicts and land disputes have caused loss of life and fractured community unity. My administration will prioritize early warning systems and conflict resolution mechanisms. Empowering traditional rulers, elders, and peace committees to mediate disputes before they escalate will be central to our approach. We will champion dialogue, fairness, and justice, recognizing that maintaining peace is far more cost-effective than restoring it.

Supporting Security Personnel for Enhanced Effectiveness

A well-supported and motivated security workforce is crucial for effective policing. My agenda includes improving the welfare of security officers through provision of decent housing, insurance, healthcare, and recognition for bravery. When security personnel feel valued, their professionalism, dedication, and respect for human rights increase significantly.

Upholding Rule of Law and Human Rights

Security efforts must never compromise justice. My administration will uphold the rule of law and protect human rights, ensuring law enforcement is firm yet fair, professional yet compassionate. Strengthening the justice system to guarantee swift prosecution of offenders will deter impunity. Citizens must have confidence that the law safeguards everyone equally, regardless of status or background.

Emergency Preparedness and Disaster Management

Security also encompasses readiness for emergencies and disasters. We will enhance emergency response capabilities, improve inter-agency coordination, and invest in training and equipment for rapid disaster management. Protecting lives extends beyond crime prevention to include accidents, natural disasters, and other crises.

Fostering a Culture of Peace and Civic Responsibility

Beyond infrastructure and policies, cultivating a culture of peace, tolerance, and patriotism is vital. Through education, civic engagement, and public awareness campaigns, we will nurture a sense of belonging and responsibility among citizens. Sustainable security thrives when communities are united and committed to collective wellbeing.

A Commitment to Every Oyo Resident

To all inhabitants of Oyo State, I pledge that your safety will be my administration’s top priority. No mother should live in fear for her child, no farmer should abandon fertile land, and no business should shutter due to insecurity. This is more than a security plan-it is a promise to restore hope, confidence, and tranquility throughout our state.

Conclusion: Peace as the Gateway to Progress

A secure environment is the foundation for prosperity. Through visionary leadership, community collaboration, cutting-edge technology, and steadfast commitment, we can overcome insecurity and build a future marked by peace and opportunity. Together, we will reclaim our streets, protect our communities, safeguard investments, and restore our collective pride. The challenge is immense, but our determination is stronger.

With courage, unity, and compassion, we will secure Oyo State and protect the promise of tomorrow.
