IRAN: Intel Report Claims Khamenei Prepared Escape Contingency to Moscow if Nationwide Unrest Escalates

An intelligence report cited by The Times alleges that Iran’s Supreme Leader Ayatollah Ali Khamenei has prepared a contingency plan to leave Tehran, and potentially relocate to Moscow, if nationwide unrest intensifies and elements of the security forces begin to defy orders.

According to the report, the plan is known only to a small inner circle, with assets and logistical arrangements already positioned abroad. It is described as being partly modeled on Syrian President Bashar al-Assad’s emergency relocation framework to Russia during periods of heightened instability.

The intelligence assessment also reportedly links the contingency planning to concerns about Khamenei’s health, his increasing isolation during recent protest waves, and fears that economic pressure and public anger could fracture loyalty within Iran’s security apparatus if unrest spreads further.
